When you wait for a split second you need to watch for them to just barely touch the ground, not when they TOUCH the ground because then they can get up. This is because when doing ex tatsumaki it goes higher then a regular tastsumaki so a 3rd hit may not come if times imperfectly. Even if you dont land it it's still 81 damage.
